The UAE gaming market crossed $1.16 billion in 2024 and is growing more than 10% a year through 2033 under the Dubai Program for Gaming 2033. With 77% of the population actively gaming and a government actively building out gaming-specific infrastructure — including a dedicated 10-year residency visa for gaming talent — the UAE has become one of the most serious places in the world to launch a studio.

Here's exactly what that looks like in practice.

Step 1: Know Which Track You're On

UAE regulation treats gaming businesses as three distinct categories, each with its own license, regulator, and compliance burden. Picking the wrong one is the most common — and most expensive — mistake founders make.

Game Development Studio

Building and publishing your own games and IP. This is the simplest path: a standard technology or media free zone license under a Game Development or Software Development activity code, plus a content rating for each title you release.

Platform, Distribution, or Esports

Running a platform, distributing third-party titles, hosting tournaments, or managing communities. This stacks additional licensing (media, e-commerce, sometimes payments) depending on the features you offer.

Real-Money Wagering

Casino mechanics, lotteries, or staking real money on outcomes. This requires a General Commercial Gaming Regulatory Authority (GCGRA) license, with application fees from AED 50,000–200,000 and a multi-month approval process. This is not a startup path — most founders should avoid it entirely at launch.

For the vast majority of founders — building and shipping games — you only need the first track.

Step 2: Choose Your Free Zone

Several UAE free zones support gaming studios, but they're not interchangeable. The right one depends on your team size, budget, and whether you're building B2C games or offering B2B development services.

Step 3: Register, Then Publish Correctly

Most of the process can be completed remotely — a visit is only required for visa biometrics.

1. Define Your Activities Precisely

Game Development, Software Development, and Digital Content Creation are typical codes for a studio. Only add distribution or publishing activities if your business model actually needs them.

2. Submit KYC Documents

Passport copies, proof of address, and an Ultimate Beneficial Owner (UBO) declaration for anyone owning 25% or more of the company.

3. Receive Your License

Most free zones, including Innovation City, issue within 3–7 working days of complete document submission.

4. Open Your Bank Account

Through the free zone's banking partner introduction — faster and smoother than approaching banks directly.

5. Register for UAE Corporate Tax

With the Federal Tax Authority from day one — this is mandatory regardless of revenue.

6. Rate Every Title Before Publishing

Every game distributed in the UAE needs a National Media Authority (NMA) age-rating (AED 500 per title) and a circulation permit (AED 500 per title). Skip this and you risk fines and app store delisting.

7. Register Your IP

UAE trademark law is first-to-file — register your game title and branding with the Ministry of Economy before someone else does.

What About the Gaming Visa?

The UAE Golden Visa program includes a 10-year residency pathway specifically for gaming talent, professional esports players, and qualifying entrepreneurs — no employer sponsorship required. Studio founders can also apply for a standard investor residency visa tied to their trade license from the moment it's issued, renewable every two to three years.

A lean studio can be fully incorporated and operational in the UAE for under AED 30,000 in year one, once you account for licensing, banking, NMA registration, and basic IP protection.
