The UAE has become the first country in the world where more than 70% of the working-age population uses AI in their day-to-day work — a milestone confirmed by Microsoft's AI Diffusion Report for the first quarter of 2026. At 70.1% adoption against a global average of just 17.8%, the UAE isn't simply ahead of the pack; it has held the number one spot in this ranking for three consecutive quarters. For founders building AI products, that's not a statistic to admire from a distance — it's a signal about where the customers, the talent, and the government appetite for AI already are.

A Milestone Worth Noting

According to the Microsoft AI Economy Institute's latest report, UAE AI adoption climbed steadily from 59.4% to 64%, before crossing the 70% threshold in the most recent quarter — nearly four times the pace of the global average. The gap to second-placed Singapore has widened to almost seven percentage points. Globally, only 26 economies have crossed even the 30% adoption mark, which puts the UAE's figure in a category of its own.

Analysts point to a combination of factors behind the number: early government commitment to AI policy, sustained investment in digital infrastructure, and a population that has had years to get comfortable with the technology through national programmes rather than picking it up cold.

Government Is Leading the Curve, Not Just Following It

What sets the UAE apart is that the adoption curve isn't being driven by the private sector alone. In April 2026, the UAE Cabinet announced a world-first framework to deploy agentic AI — AI systems that can take actions, not just answer questions — across half of all government sectors, services, and operations within two years. Around 80,000 government staff are being trained in agentic AI as part of the rollout, with Dubai extending similar training programmes to the private sector.

The UAE has also been ranked first globally for digital skills and for the institutional framework underpinning digital government, according to public sector experts tracking the rollout, with digitisation already estimated to have saved the government $4 billion while improving service delivery.

The Classroom Is Catching Up Too

The adoption curve is being built from the ground up, not just retrofitted onto the existing workforce. In early September 2026, the UAE rolled out a new AI curriculum spanning kindergarten through Grade 12 across all schools nationwide — treating AI literacy as a core competency alongside reading and mathematics, rather than an elective. That's a multi-decade bet: the workforce entering the job market in the 2030s will have grown up building with AI rather than adapting to it.

What This Means for Founders

A population and a government this AI-fluent changes the calculation for where to build an AI company. A few practical implications stand out:

  • Enterprise and government buyers are already AI-literate, which shortens the education cycle a founder normally has to run before a client will even consider an AI product.
  • Agentic AI adoption inside government creates direct demand for vendors, integrators, and consultants who understand how to build and deploy these systems responsibly.
  • A workforce trained in AI from school age is a long-term talent pipeline for AI-native companies, not just a short-term hiring pool.
  • Global events like GITEX Tech-cation, which Dubai has directed to become the world's largest dedicated AI and technology event from December 2026, give AI founders a built-in stage for distribution and investor access.

Building in a Market That's Already Ready

Most AI founders spend a meaningful part of their early years convincing a market that AI is worth adopting. The UAE has effectively skipped that step at a national level — the adoption curve, the government appetite, and now the education pipeline are already in motion. For a founder deciding where to base an AI company, that's a rare combination: a market ready to buy, a government actively building the rails, and a population trained to use what gets built.

The Global AI Race Just Accelerated — Here's Why Founders Are Building in the UAE

The past few weeks have delivered one of the fastest stretches of AI model releases on record — a reminder that the global AI race is accelerating, not slowing down. For founders building AI products, that pace of change makes one decision more important, not less: where you base the company that has to keep up with it. Increasingly, the answer founders are landing on is the UAE — and the reasons go well beyond tax headlines. A Breathless Few Weeks in AI
